Behavioral Threat Assessment and Management (BTAM) in Practice


The Center for Prevention Programs and Partnerships (CP3) has created this prevention resource to provide education on behavioral threat assessment and management (BTAM) and its benefits in targeted violence and terrorism prevention. BTAM is an evidence-based and systematic process to identify, inquire, assess, and manage potential threats. Multidisciplinary teams, including prevention providers from education, mental health, social services, law enforcement, faith communities, and other community institutions, can use a BTAM process to provide alternatives to criminal justice interventions for individuals who may be at risk of moving toward violence. BTAM teams can be implemented in schools, workplaces, and communities. 

This resource provides:

  • Actionable strategies to prevent violence;
  • Collaboration across multiple disciplines;
  • Long-term prevention efforts guided by a systematic approach.
