Some of Iran's proxies in the Middle East include Hezbollah in Lebanon and Syria, Hamas in Gaza, the Houthis in Yemen, and others. Where its proxies have not been able to take root, Iran has engaged in subversive activities via the Islamic Revolutionary Guard Corps (IRGC) to undermine its rivals and enhance its influence. Iran's quest for regional dominance has created tremendous instability in the region and inflamed wars that have left thousands dead.

The horrific attacks by Hamas on October 7, 2023, fundamentally shifted the security posture of the Middle East, while also having severe humanitarian consequences and ripple effects in countries throughout the globe, including many in the West. While the conflict remains ongoing - and indeed will reverberate long after the fighting actually ends - this report attempts to take the pulse of five Western countries just shy of the one-year anniversary marking the attack.

The NLC Toolkit is a non-binding document and practical tool to promote the use of GCTF resources that can be adapted to address national and local contexts. It is designed to support practitioners and policymakers through concrete examples of relevant frameworks and good practices for enhancing NLC for preventing and countering violent extremism conducive to terrorism (P/CVE), as well as an implementation checklist. The NLC Toolkit includes a variety of resources, such as case studies, references to resources and literature, and a glossary.
