Foreign conflicts can significantly influence U.S. homeland security by heightening the threat of violent extremism, cyberattacks, and state-sponsored terrorism, as adversaries may target the U.S. in retaliation or to exploit perceived vulnerabilities. Such conflicts can also shift national priorities, focusing policy attention and finite resources on external threats.

Enhancing Bystander Reporting To Prevent Terrorism
In coordination with the FBI and DHS, JCAT collaborates with other members of the Intelligence Community to research, produce, and disseminate counterterrorism intelligence products for federal, and state, local, tribal, and territorial government agencies and the private sector (SLTTP) and advocate for the counterterrorism intelligence requirements and needs of these partners.
The First Responder's Toolbox is an ad hoc, unclassified reference aid intended to promote counterterrorism coordination among federal, state, local, tribal, and territorial government authorities and partnerships with private sector officials in deterring, preventing, disrupting, and responding to terrorist attacks.
In order to prevent terrorism, it is essential that "bystanders," persons who are privy to information regarding terrorism planning and/or concerning behaviors report these activities to appropriate authorities. The attached resource provides best practices for law enforcement to encourage bystander reporting and discusses common barriers to reporting.
Civilian Militias In Mali, Niger, And Mozambique: Eliminating Or Exacerbating Violent Extremism
Civilian militias are seemingly cost-effective, quick to assemble, and drastically increase the number of actors responsible for countering violent extremists. Civilian militias also possess the unique advantage of promoting and gaining local ties as they not only have on-the-ground knowledge of communities, but are affected first-hand by the conflict. However, although civilian defense groups have shown they are capable of repelling violent extremists, researchers have discovered these militias, without adequate supervision and management, will likely become predatory and more harmful the longer they are in operation.
