This guide provides houses of worship with information regarding emergency operations planning for the spectrum of threats and hazards they may face. It discusses actions that may be taken before, during, and after an incident in order to reduce the impact on property and any loss of life and it encourages every house of worship to develop an EOP.

n January 18, 2022 the Office for Civil Rights and Civil Liberties (CRCL) held an Incident Community Coordination Team (ICCT) national conference call to discuss the recent hostage situation at the Congregation Beth Israel in Colleyville, Texas and federal government and community programs to support affected communities. During the ICCT call, there were a number of resources mentioned by our federal partners that we would like to share with you. Please see below for an outline of DHS and other federal resources available to our stakeholders.
