Alert Follow up - Library of Congress Bomb Threat

Date of Incident - August 19th, 2021

On August 19th, 2021 at approximately 9:15am EST, a man claiming to have a bomb in his pickup truck arrived near the Library of Congress, resulting in the US Capitol Building going into lockdown.

Overview 

On August 19th at approximately 9:15am a man in a black pickup truck pulled onto the sidewalk in front of the US Library of Congress building in Washington DC.  Shortly after arriving, a Capital Police officer approached the driver.  The suspect, later identified as Floyd Roseberry, claimed to have a bomb and displayed a device that resembled a detonator.

Officials quickly evacuated a number of buildings around the area and the Capitol Building went into lockdown. Congress was in recess, but staffers were seen walking out of the area at the direction of authorities.  

Arrest and Aftermath  

After several hours of negotiations, Roseberry exited his truck, crawled on the ground, and was taken into custody. Capitol Police searched the truck and found possible bomb-making materials, but no viable explosives. Law enforcement officials said they had no indications Roseberry was acting with accomplices. By late afternoon, police had reopened roads and allowed people to return to their home. 

Suspect Information 

The suspect, 49-year-old Floyd Ray Roseberry is from Grover, North Carolina. Roseberry had posted several videos online from his truck, including a Facebook livestream that appeared to show him in his truck outside the Library of Congress, and another video addressed to President Joe Biden expressing his opinions about the US withdrawal from Afghanistan.  Facebook removed the stream from the site, approximately 90 minutes after the video was recorded.
