The July 2026 mass crossing into Ceuta exposed a security vulnerability that cannot be understood through migration pressure or counterterrorism capability alone. Ceuta consequently highlights a central problem of European external-border resilience: not whether national and EU capabilities can eventually restore control, but how much legal, humanitarian and security exposure accumulates during the substitution gap before they do.

The U.S. Department of Justice has unsealed charges against five individuals connected to Russian intelligence services for conspiracy to finance terrorism and, for some, conspiracy to commit murder. According to the DOJ, the five allegedly recruited U.S. citizens to surveil and murder Russian dissidents in the United States and Europe who had criticized the war in Ukraine.
